The Wall Street Journal reports that the Nuclear Regulatory Commission Chairman Gregory Jaczko said Tuesday the agency was moving forward with rules to tighten the safety and preparedness of U.S. nuclear plants, nine months after the crisis at Japan's Fukushima Daiichi nuclear plant.
