"It is very difficult to predict the impacts of climate change. For instance a country may be hit by drought one year and floods the next. So, it is a task of every government and other stakeholders to work on the range of risks and plans to reduce vulnerability accordingly," said Arusha Regional Commissioner, Isidore Shirima at the recent Greater Horn of Africa climate outlook forum (GHACOF 27).
