'Natural' disasters expert: Dominican authorities prioritize response over prevention

Critical of the Dominican authorities’ risk management strategy prioritizing response over prevention, Co-director of the Risk Disaster Reduction Program of the Latin American and Caribbean Center Juan Pablo Sarmiento said "the risk management process not only implies a response to events, but also mitigation, and above all prevention."

At a conference entitled 'The hurricane season as a window of opportunity for risk reduction,' Sarmiento stated that with preparedness, the risk to hazards such as hurricanes, would be reduced because it involved the process of early warning.
