Government of Canada provides Avalanche Canada with funding to expand prevention efforts
Fatalities and injuries as a result of avalanches are a reality in Canada’s mountainous regions. As Canada’s deadliest natural hazard, they occur in almost every province and territory. The risk of avalanche is increasing as the popularity of backcountry sports grows, combined with the increased frequency and intensity of extreme weather due to climate change. Now more than ever, avalanche prevention and public education efforts are crucial to securing the safety of Canadians in mountainous regions.
Today, Minister of Fisheries, Oceans and the Canadian Coast Guard, the Honourable Jonathan Wilkinson, on behalf of Canada’s Minister of Public Safety and Emergency Preparedness, the Honourable Ralph Goodale, and together with Gilles Valade, Executive Director, Avalanche Canada, highlighted the Government of Canada’s commitment to provide a one-time endowment of $25 million to support Avalanche Canada’s long-term sustainability and expansion of services.
This critical funding will contribute to national public avalanche safety by expanding the size and scope of Avalanche Canada’s safety program to new areas, including Northern British Columbia, parts of Quebec, Newfoundland and Labrador, and the Yukon. This investment will also support augmenting public awareness activities, including developing more French-language safety information, as well as materials for youth and newcomers, who may be unprepared or unfamiliar with Canada’s winters.
Avalanche Canada is a non-profit organization dedicated to improving avalanche awareness and safety. It provides avalanche forecasts, develops and delivers training and education programs, and supports research on avalanche safety.

The Government of Canada was a founding partner in the formation of Avalanche Canada and has supported its avalanche prevention programs since its incorporation in 2004.
Most recently, in 2017, the Government of Canada, through the Search and Rescue New Initiatives Fund (SAR NIF), provided Avalanche Canada more than $1.2 million over three years to develop a Canadian Avalanche Information Distribution System. This system will create a new, fully integrated software application to produce timely public avalanche information that will help users across Canada make informed decisions about managing avalanche risk.
Avalanches can be triggered by wind, rain, warming temperatures, snow and earthquakes. They can also be triggered by skiers, snowmobiles, hikers, and vibrations from machinery or construction. Landslides and avalanches have resulted in more than 600 deaths in Canada since 1840 and have caused billions of dollars in damage.
The endowment to Avalanche Canada is well aligned with other Government of Canada programs, in particular the new Emergency Management Strategy for Canada, which was developed in partnership with provincial and territorial authorities as well as Indigenous leadership and other emergency management stakeholders.
Avalanche Canada is a partner of AdventureSmart, a national prevention program, led by Public Safety Canada, that seeks to reduce the frequency, severity and duration of search and rescue incidents by focussing on outdoor preparedness messaging through the 3Ts (Trip Planning, Training and Taking the Essentials), outdoor activity information, and the grassroots delivery of education programs.
This investment particularly supports the priority areas of improving understanding of disaster risks and fostering the development of new capabilities. Further, it is complementary to the ongoing Government of Canada engagement with the search and rescue community provincial and territorial partners to heighten prevention and develop a national search and rescue policy framework.
