Writing for AlertNet, Megan Rowling highlights experts' recognition that the climate change, disaster risk reduction (DRR) and development strands still aren't fully joined up when it comes to projects on the ground. "The three tribes know each other exist, and they barter a bit, but they aren't connected enough," says Terry Cannon, director of the Strengthening Climate Resilience (SCR) consortium, presenting the new guide released by the consortium in order to speed up progress in linking the three.

"There's no easy answer to the conceptual divide over where responsibility for DRR should lie," told John Holmes, the U.N. emergency relief coordinator from 2007-2010. "The humanitarian sector has taken it on, when it's really a task for development people," he believes. This is where approaches like "climate-smart disaster risk management", promoted in the new guide, are meant to come in.
