ALNAP highlights Lead Service Line Replacement Cost Calculator as a climate action and human rights tool advancing the United Nations SDGs

Environmental & Public Health International (EPHI) announced that its United Nations Environment Programme (UNEP)-recognized Lead Service Line Replacement Cost Calculator (LSLRCC) has been officially featured by the Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP), a global network of leading humanitarian agencies hosted by the Overseas Development Institute (ODI).

The LSLRCC is listed among ALNAP’s Guidance and Tools resources under Climate and Environment, Human Rights, and Urban Development and Response themes. Since its launch in April 2025, users have applied the tool to model over $3 billion in lead service line replacement costs, advancing public health, transparency, and global capacity for equitable, climate-resilient drinking water infrastructure planning.

Aligned with the U.S. Environmental Protection Agency’s (EPA) Lead and Copper Rule Improvements (LCRI) and the Sendai Framework for Disaster Risk Reduction, the LSLRCC supports governments, Tribal authorities, and utilities in strengthening preparedness, reducing vulnerabilities, and enhancing community resilience through sustainable water infrastructure investment.

“Recognition by ALNAP reinforces that safe drinking water access and lead service line replacement are not only public health imperatives but also vital components of climate adaptation and disaster risk reduction,” said Anthony Ross, Director of EPHI.

The tool advances several United Nations Sustainable Development Goals (SDGs):

  • SDG 3 – Good Health and Well-Being
  • SDG 6 – Clean Water and Sanitation
  • SDG 11 – Sustainable Cities and Communities
  • SDG 13 – Climate Action
  • SDG 17 – Partnerships for the Goals

Recognized by UNEP, UNESCO, and the UN Global Compact Water Action Hub, the LSLRCC strengthens equitable, climate-adaptive infrastructure planning and supports disaster risk reduction through proactive investment in resilient water systems.
