Sixteen times the monthly income: What recovery really costs in a Kyrgyz village

In the spring of 2024, a mudflow tore through Boston village in Suzak district, Kyrgyzstan’s Jalal-Abad region. In a matter of hours, fast-moving mud, rocks and debris destroyed homes, barns and fields. For villagers, this was not a story from a textbook. It was something they had to live through.

I grew up seeing disasters measured in numbers: hectares affected, houses damaged and kilometres of road washed away. What is harder to measure is what happens to a family once emergency teams have finished their work and moved on. That question led me to spend time with 15 households and three local officials in Boston village for my master’s research in sociology. This small, in-depth case study offers a ground-level perspective on the broader effort to strengthen disaster recovery in Kyrgyzstan’s mountain communities.

Understanding the vulnerability that shaped the impact

Using the Pressure and Release (PAR) Model , a framework used in disaster research, I examined how pre-existing socio-economic conditions shaped the severity of the 2024 mudflow’s impact.

Eleven of the 15 households I surveyed earned between 20,000 (~$229)  and 40,000 (~$459) Kyrgyz som per month – enough to cover essentials but leaving little room for savings or emergency buffers. Nine households had between five and 10 members, which can make evacuation and post-disaster logistics more difficult. Most of the homes I visited were located close to the mudflow path, reflecting the limited availability of flat, safe land in this mountainous terrain, where much of the land is already used for agriculture.

These factors do not explain why the mudflow happened, but they help explain why its impact fell so heavily on this particular community.

A recovery gap worth paying attention to

Among the 15 households I interviewed, the average estimated cost of repairing a damaged home was roughly 476,667 (~$5470)som, compared with an average monthly income of around 30,000 (~$344) som. This represents a wide gap between repair needs and household earning capacity. Existing insurance uptake had not closed that gap within this small sample: 12 of the 15 households did not have home insurance at the time of the mudflow, and most had not received formal compensation or aid at the time of the survey.

Livestock and crops told a similar story. Families reported losing 35 head of livestock in total and a combined shortfall of 4,620 kg between expected and actual harvests. These losses reduced the assets households might otherwise have drawn on to fund repairs themselves. Nine of the 15 households pointed to clogged drainage canals as a contributing factor, suggesting that infrastructure maintenance is an area where continued investment could meaningfully reduce future risk.

This was a small, qualitative study of 15 households in one village, not a representative survey of the district or country. However, the depth of the interviews offers a window into lived experience that national-level statistics may not capture.

The losses that do not show up on any balance sheet

The economic figures are stark, but they do not tell the full story. Only five of the 15 respondents believed the disaster could have been prevented. The other 10 described a chronic sense of powerlessness about the next storm. Despite three homes being officially located in a “dangerous area”, every family remained, anchored by ancestral land, social ties and, in some cases, simply having nowhere else to go.

As one village elder told me during the interviews: “Our history is in this soil; moving is not just about a house, it is about losing our identity.”

Perhaps the most painful finding was what families gave up to survive. Seven households reduced spending on food, health or education to pay for repairs. Three sent a family member to Russia or Türkiye to earn money for recovery. In practice, this can mean that children’s education and healthcare become part of the hidden cost of disaster recovery – a burden that may affect the next generation.

What the community told me they need most

When I asked residents about their priorities, the responses were strikingly consistent. All 15 households ranked dams and drainage infrastructure as their top priority. Twelve expressed a strong interest in being included directly in recovery and prevention planning, rather than only receiving information about decisions after they had been made. Eleven prioritized stronger riverbank protection.

Taken together, these responses suggest an opportunity: residents are engaged, have clear ideas about what would help and want to be partners in the process alongside local and national authorities.

Ideas worth exploring further

Based on this case study, several directions seem worth exploring further, building on efforts already underway.

Continue strengthening insurance mechanisms for mountain communities

For households facing large gaps between income and repair costs, subsidized or risk-pooled models could complement existing insurance arrangements and make coverage more accessible.

Sustain investment in drainage and small-scale infrastructure maintenance

Several households linked their losses to the condition of canals, suggesting that continued, well-resourced maintenance programmes could reduce risk in similar villages.

Explore ways to capture non-economic impacts in damage assessments

Interrupted schooling, psychological strain and social disruption are difficult to quantify, but they shape how quickly and fully families recover. Estimating these losses would be a valuable addition to existing assessment tools.

Expand participatory approaches to recovery planning

The strong interest in community involvement suggests real potential for local consultation mechanisms that build on the work already being done by the Ayil Okmotu (rural municipality/local government) and emergency response teams.

The April 2024 mudflow in Boston village was shaped by a combination of natural hazards and long-standing socio-economic conditions that are common to many mountain communities in Kyrgyzstan. My hope is that this small case study, alongside the broader work of local authorities, national institutions and international partners, can contribute one more data point towards making disaster recovery more resilient, inclusive and well resourced for communities like Boston village.
