    Description

    Launched in October 2019 with the solidarity initiative under the platform of UCLG Taskforce for Territorial prevention and management of crisis, fully supported by Cités Unies France (CUF) in collaboration with UCLG ASPAC, the programme started in January 2020 with stakeholders mapping analysis. Furthermore, the global COVID-19 pandemic has impacted the project implementation in 2020. The COVID-19 has changed the planned activities for the project due to the social and physical distancing regulation in Indonesia. It has greatly affected the most vulnerable sectors and communities especially who live at prone disaster areas such as Palu City, Central Sulawesi that is still in recovery phase from 2018 earthquake, tsunami, and liquefaction disaster. From March to August 2020, the programme postponed the capacity building activities (workshops & trainings), and it was continued to support the small medium enterprises (SMEs) for receiving the business support in post disaster. 

    According to the Indonesian Ministry of Creative Economic, the COVID-19 affected more than 82% of SMEs. It greatly affected the most vulnerable sectors & communities. Through this programme, CUF & UCLG ASPAC distributed assistance to the local SMEs (named KUBE) in 2020. Due to the impact of COVID-19 second wave, the planned programmes were delayed and as per January 2021, the programme selected 3 KUBE groups. The KUBE received the procured items (material for their daily production needs). Furthermore, the remaining programme focused on 2 more activities, (i) conducting the capacity development training-workshop & peer learning for Palu City Government & (ii) building public facility located at the disaster affected areas for resilient learning & memorial centre. The location for the construction of memorial was in Balaroa Village, West Palu District, one of the hardest areas hit by liquefaction.

    In May 2022, the construction has been completed. Learning workshop on Building a Local Government Alliance and Resilience for Cities Facing Risk in Coastal Area has also been conducted. Therefore, the programme was implemented successfully and we hope that the programme can be the support for Palu City to bounce back stronger and become more resilient in the future.

    Did the Sendai Framework change or contribute to changes in your activities/organization? If so, how?

    As a local government association, UCLG ASPAC is to serve its member cities as a key knowledge hub on all local government issues in the Asia-Pacific region. It enables collaboration between cities, local governments and their associations, and it encourages democratic local governance.

    It also makes partnerships, networks, and programmes to build capacity of local governments and its associations possible. Additionally, UCLG ASPAC advocates for local governments politically within the international community, including with the UN and its agencies.

    Furthermore, UCLG ASPAC also supports LGs in several thematic fields, including DRR and Resilience which is inline with Sendai Framework for DRR.

    What led you to make this commitment/initiative?

    What was your position before making this Voluntary Commitment / prior to the Sendai Framework?

    As a local government association, UCLG ASPAC serve its member cities as a key knowledge hub on all local government (LGs) issues in the Asia-Pacific region. It enables collaboration between cities, local governments and their associations, and encourages democratic local governance.

    It also makes partnerships, networks, and programmes to build capacity of LGs and its associations possible. Additionally, UCLG ASPAC advocates for local governments politically within the international community, including with the UN and its agencies.

    UCLG ASPAC supports inclusive societies that uphold social and economic justice, equality, and sustainable development. The local economic development, climate change, disaster resiliency, culture, strategic planning, decentralisation, municipal finance, gender equality, women’s leadership and environment, and good governance, are all the thematic fields in which UCLG ASPAC is actively involved. 

    As LGs and Cities in the central of our concerns, we pay attention to their needs. Including supports in the DRR and Resilience Aspects, especially to the disaster prone areas and areas affected by disasters like Palu City, Indonesia.
