Purpose and Objectives

ADPC has been implementing a Regional Program on “Urban Resilience to Climate Extremes in Southeast Asia” (URCE). The URCE program, which is supported by Norwegian Agency for Development Cooperation (Norad), aims to build “resilient communities in deltaic and coastal urban areas” and strengthen resilience of urban systems and urban communities to the current and emerging climate extremes, disaster and emergencies that are anticipated in coming years. The program will be implemented in three target cities in Myanmar (Dala Township in Yangon City) and Vietnam (Nam Dinh and My Tho Cities).

The program has five outcomes, namely, Improved multi-hazard early warning systems and risk knowledge (Outcome 1), Strengthened urban community readiness and local preparedness (Outcome2), Improved urban sectoral preparedness and emergency response (Outcome 3), Strengthened urban risk governance systems for dealing with emerging climate extremes and emergencies (Outcome 4) and Improved knowledge and awareness on building urban climate resilience for extremes in Asia and the Pacific (Outcome 5). This five-year program has started its implementation in November 2018 and spans up until December 2023.

In the implementation of the activities in Viet Nam under Outcome 3, ADPC will hire a national technical consultant for WASH sector who will support in the project implementation. The Consultant will provide professional technical assistance throughout the work process, through the application of theoretical and practical technical skills in researching, collecting, analyzing and presenting program information while learning organizational rules, regulations and procedures to support the development, implementation and monitoring of the WASH output results of the URCE Program. In addition, the Consultant will be tasked to develop Assessments’ Formats, training modules and to facilitate trainings, workshops and meetings where deemed necessary and as specified in the tasks and deliverables.

Impact of Results

The support provided by the Consultant will enable the ADPC program team to achieve the WASH-related output results of the program. This, in turn, will contribute to the achievement of the outcome results of the URCE Program Document. When done effectively, the achievement of the outcome results will contribute towards achieving the program goal: resilient communities in deltaic and coastal urban areas in the target countries.

Responsibilities and Tasks

The Consultant is expected to do to following to achieve the objectives and expected outputs of this consultancy: meet with specific people, hold consultation sessions, follow up discussions (online or in-person) gather specific data, sit on committees, etc. with stakeholders at city/provincial and national levels. The Consultant will seek ADPC’s guidance in terms of decisions and actions she/he may take. He/she is also expected to work collaboratively with ADPC-URCE Program team and keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

Working Principles

The Consultant will work under the technical guidance of the Senior Public Health Specialist of the Health Risk Management (HRM) Department of ADPC and other Specialists/program staff involved in the project implementation. In addition, the URR Department Director will also provide supervision to ensure the compliance with the roles and responsibilities mentioned below. In addition, the Consultant will also join the ADPC URCE Team in the conduct of a series of consultative meetings and follow up discussions (online or in-person) with sector stakeholders at city/provincial and national levels.

Qualifications

Education

Degree in engineering, environmental health or other specialist field related to WASH, sanitary, public health, social sciences; knowledge in behavior change communication, disaster risk management, climate change adaptation will be an added advantage.

Experience

At least 10 years of professional work experience in WASH and climate-related programs for developing countries. Any further experience and qualification or its equivalent in the last 3 years is desired.

Technical requirements

a. Basic knowledge of the following components:

  • Urban-Rural water supply for low- and middle-income countries including water safety, sustainability
  • Urban-Rural sanitation for low- and middle-income countries, including sustainability; applying Community Approaches to Total Sanitation (CATS) principles
  • Hygiene management such as Handwashing with soap/WASH-in-Schools and Health Centers
  • National government WASH policies, plans and strategies
  • Disaster risk management (DRM)/Climate Change Adaptation (CCA)

b. Basic knowledge of the following would be an advantage:

  • Human rights and WASH
  • Gender-inclusive DRR/CCA and WASH

Competencies

  • Ability to manage multiple stakeholders and balance expectations, building and maintaining relationships.
  • Ability to analyze and synthesize data from a wide variety of sources, and present the resulting information in a clear and concise format.
  • Excellent report writing, editing, conceptual, analytical and communication skills.
  • Ability to work independently, and within a team and manage priorities.
  • Ability to develop training modules, Information, Education & Communication (IEC) and other advocacy materials.
  • Excellent inter-personal and facilitation skills to effectively liaise with key stakeholders.
  • Demonstrated competencies in computer-based word processing and spreadsheet applications, workshop organization, public speaking and sensitivity to cultural differences.
  • Strong ability in advocacy issues related to WASH and other WASH-related issues.
  • Demonstrated competencies in development and writing of training module, advocacy, IEC materials

Language Requirements

Proficiency in Vietnamese language is a must. Fluency in the English language (oral and written) is desired.

Duty Station

The Consultant will be based in Viet Nam

Duration

The Consultant is expected to work for a total of 60 days covering the period November 2021 and to complete the assignment by July 2022.

Itinerary

Please refer to the above item on “Expected Outputs” for deliverables and important deadlines for more details. If the Consultant will be required to travel, ADPC will shoulder the costs for transport, seminars, air travel, accommodation, etc. In addition, the Consultant will follow the ADPC travel policies and receive Daily Subsistence Allowance (per diem and accommodation as applicable) per ADPC rates during official missions. Travel itinerary will be approved by the URR Director of ADPC.

Condition of payment

The Consultant will be paid based on the approved budget allocation. The payment will be made into a given bank account number by the Consultant.

The Consultant will receive the payment of the services according to the following schedule:

  • 30% upon finalization, submission and acceptance by ADPC of deliverables 1 and 2 (under section A).
  • 30% upon finalization, submission and acceptance by ADPC of deliverables 3 and 4 (under section B).
  • 40% upon finalization, submission and acceptance by ADPC deliverables 5 and 6 (under section C). This will also constitute the final payment to the Consultant.
