As a Senior Hazard Mitigation Consultant you will be responsible for program implementation of the FEMA hazard mitigation programs to include the Hazard Mitigation Grant Program (HMGP); Flood Mitigation Assistance (FMA) Program; Pre-Disaster Mitigation (PDM) Program; Repetitive Flood Claims (RFC) Program; Severe Repetitive Loss (SRL) Program; state mitigation planning, and mitigation for repair of public facilities. A Senior Hazard Mitigation Consultant demonstrates a thorough understanding of prevailing industry standards, federal and state/local regulations.
The must be able to explain how the mitigation grant programs relate to state and local hazard mitigation planning per 44 CFR 201: and coordination with the Public Assistance Program's activities under section 406 of the Stafford Act for repair of public facilities.
Roles and Responsibilities:
- Serves as project manager supporting the implementation of multiple projects in the hazard mitigation field Manages teams and concurrent projects from concept to close out, including scoping, pricing, staffing, product and service delivery, and records management to ensure compliance with associated laws and regulations.
- Develops, reviews and recommends approval of project applications, cost overruns, modifications, extensions and appeals.
- Performs technical assistance to BDR clients in the identification of projects and the development of complete, accurate and compliant projects applications.
- Monitors the status of and performance of grants awarded to BDR clients to include reports, financial management and close-out of sub-grants.
- Coaches and mentors consulting staff in providing technical assistance to BDR clients.
- Documents mitigation success stories and best practices.
- Develops and presents materials for briefings, training workshops and conferences to promote hazard mitigation concepts, policies and procedures.
- Supports marketing and proposal development efforts.
- Generating and qualifying leads and developing proposals. Coordinate with BDR technical personnel in the review, evaluation, development, and delivery of proposals in response to state/local RFP/Qs issued under schedules and other mechanisms.
- Ensures accurate project work records and files are maintained and accessible Requires travel to support client operations such as for exercises at client sites; and During disaster response efforts, travel may be required for extended duration (e.g., 90+days)

Requirements
- Bachelors degree or equivalent industry experience and 3-8 years of related work experience.
- Progressively responsible experience in hazard mitigation planning, disaster assistance, floodplain management, and/or related areas.
- Experience in analyzing and planning programs dealing with natural hazard conditions, floodplain management, emergency management, and/or pre-and post-disaster mitigation programs.
- Thorough knowledge of and working experience with FEMA hazard mitigation programs Understanding of other federal agency hazard mitigation programs, including USACE, NOAA, SBA, DOI.
- Understanding of funding sources for hazard mitigation programs and experience in preparation of grant application for hazard mitigation planning projects.
- Understanding of local government budgeting and operations related to hazard mitigation and ability to deal effectively with a variety of individuals and groups on controversial mitigation issues.
- Must have experience in marketing and developing projects and making oral presentations.
- Solid track record of identifying, qualifying and closing business opportunities in the disaster preparedness or recovery sector.
- Must be able to scope and effective manage projects contracts, and task orders under federal, state and local government guidelines, regulations and structures depending on business unit affiliation.
- Must be able to effectively manage people, teams, resources and multiple projects concurrently.
- Effective written and oral communications skills.
- Flexible style, able to immediately adapt to changing priorities.
- Previous experience in consultative organizations.
- Completion of FEMA EMI coursework or possession of other industry credentials.
- Strong computer skills, knowledge of MS Word, Excel and Access
