Regional adviser, sexual and reproductive health in emergencies

Job purpose
To direct and guide the scale up of the SPRINT Initiative to advance sexual and reproductive health (SRH) in humanitarian settings in the East, South-East Asia & Oceania (ESEAO) region.
Key tasks
- To develop the short and long term strategic plan of the SPRINT Initiative with input from partners to bring about systemic change to integrate SRH into disaster risk reduction strategies and humanitarian health responses.
- To oversee the management of the ESEAO SPRINT Secretariat at the Kuala Lumpur regional office, including program and budget management and supervision of staff.
- To advocate and provide capacity building support for the integration of SRH into national and regional disaster risk reduction strategies.
- To provide onsite and remote technical and capacity building support to facilitate the implementation of the MISP and comprehensive SRH in acute and protracted settings, respectively.
- To provide technical assistance and guidance on the rollout of SPRINT trainings on the MISP throughout the region.
- To advocate and provide technical assistance (including training) to other humanitarian agencies as well as IPPF member associations and armed forces to integrate SRH into their humanitarian health programming.
- To ensure an inter-agency approach by coordinating and strategizing SPRINT activities with other partners including UNFPA, WHO and other members of the IAWG (Inter-Agency Working Group on SRH in crisis situations).
- To establish and maintain linkages and collaboration with other key agencies working in emergency relief at the regional and international levels, as well as ensure cross fertilization with linkages with SPRINT Secretariats in other regions.
- To identify and help mobilize emergency funds for SRH in humanitarian settings.
- To maintain and cultivate relationship with the donor as well as ensure accurate and timely reporting.
- Any other duties as specified by the regional director or her nominee.
Responsibilities
Supervision of SRH in emergencies staff, administrative staff, consultants, interns and volunteers.
Education and qualification
- A postgraduate qualification or equivalent standard of education in public health, social science or equivalent.
- Medical doctor or equivalent standard of education.
- Qualified nurse or midwife or equivalent standard of education.
Proven ability
- Minimum of eight years in relevant field (e.g., humanitarian response, public health), with at least five years professional experience specifically in SRH and humanitarian emergencies.
- For candidates with 10+ years experience, position can be upgraded to senior adviser for SRH in emergencies.
Skills
- Strong understanding of the field of SRH in emergencies.
- Ability to coordinate, provide technical assistance, monitor and evaluate SRH interventions in humanitarian settings.
- Strong interpersonal, communication, advocacy, and team building skills.
- Experience in capacity building.
- Strong programme management skills, including budget management, M&E and management of staff.
- Excellent communication skills (written and oral).
- Ability to prioritize and multi-task effectively.
- Written and spoken fluency in English.
- Knowledge of and experience in the Asia Pacific region desired.
