Background
Brot für die Welt/ Bread for the World (BfdW) is a non-governmental development organisation of the Association of the Protestant Churches of Germany. The Regional Office provides financing and ac-companying assistance to civil society organisations and churches in the Pacific region for programs that empower disadvantaged people and communities and strive for fair, just and sustainable development.
Bread for the World in cooperation with Diakonie Emergency Aid (DKH) is seeking committed staff for a project office with Pacific Conference of Churches as soon as possible.
Scope
The Program Manager plays a key role in the management of the DIPECHO funded project PaCIDRiMP in close cooperation with the partner organisations Pacific Conference of Churches (PCC), its member churches, and Tulele Peisa (TP). The position manages the pro-ject office with staff and project’s Disaster Risk Management Specialists (DRMS) in each country (Papua New Guinea, Vanuatu, and Solomon Islands):
- Project management and implementation
- Development of project management capacities of partners
- Establishment and strengthening of contacts with new and existing donors, in particular DIPECHO, at country level in collaboration with the Regional Representative
Tasks and responsibilities
- Manage staff team needed to implement the PaCIDRiMP program and ensure successful implementation of project according to plan, budget, and DKH/BfdW policies and systems, SPHERE standards and HAP principles on accountability to affected populations;
- Ensure timely narrative and financial reporting according to donor guidelines;
- Manage relations and maintain effective, timely, open and regular communication with partners and donor;
- Evaluate, assess and identify training needs in order to build effective capacity within the program and provide necessary capacity building support to partner staff;
- Work within the scope of the DKH/BfdW and ACT Alliance policies, guidelines and standards (including security, logistics, communication, Codes of Conduct (CoC) and others) as well as adhering to HAP standards and the Humanitarian principles;
- Provide any other advice as may be required by the Regional Representative or the person designated by him/her from time to time and as relevant to the project management role being undertaken.
Qualifications and experience
Essential
- University degree or equivalent qualification
- Substantial field-based development or emergency experience in a developing country, preferably with a focus on DRR
- Experience in implementing DIPECHO/ECHO funded projects
- Planning, monitoring and reporting on development and emergency programmes
- Experience of managing people
Desirable
- A development studies or related degree
- In-depth knowledge of the Pacific region
- Experience of partner based work.
Knowledge
Essential
- Project planning, monitoring & evaluation techniques
- Financial controls and procedures
- Good knowledge of official donors such as ECHO, EuropeAid, etc
- Understanding of international development issues
Desirable
- In-depth knowledge of Pacific Islands Countries
