objectives of the programme:
The WHO Country Office supports the Member State to shape its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the BCA with the Member State and its corresponding country workplan.
As part of the overall BCA priorities and within the context of the strategic objective to reduce the health consequences of emergencies, disasters, crises and conflicts, and to minimize their social and economic impact, the WHO Country Office in Moldova supports the Ministry of Health in strengthening health systems.
Description of duties:
Within the framework of the Biennial Collaborative Agreement BCA, to support the MOH in developing, implementing and evaluating national health systems strengthening and crisis preparedness and response strategies at national and local levels by updating, reviewing and adapting relevant guidelines, materials and tools, and in performing training needs assessments, organizing and implementing training activities.
To coordinate with MOH counterparts joint actions such as working groups, roundtables, meetings to facilitate health systems strengthening, and crisis preparedness and response programme implementation processes at national and district levels, with emphasis on documenting experience for later review.
To facilitate smooth information flow of BCA activities between MOH and other involved institutions through sharing of reports, meetings, etc.
During a crisis situation, to facilitate the information flow between EURO and the Country Office, including the participation in field assessment missions and the coordination and implementation of response activities.
To deal with and facilitate the missions for WHO staff and external consultants addressing health systems strengthening and disaster and crisis preparedness and response program areas, monitoring and following- up their recommendations.
Jointly with MOH counterparts, to undertake regular monitoring of the implementation of BCA.
To facilitate partnership and coordination between MOH and partners involved in crisis preparedness and response program areas and health systems strengthening.
To liaise with other UN agencies, international and national organizations working in the field of crisis preparedness and response and participate in joint activities.
To draft/write regular reports and updates to the Head of Country Office and the Disaster Preparedness and Response team in EURO.
To provide assistance in other relevant areas as needed.
Education:
Essential: University degree in medicine or post-graduate degree in social sciences or public health.
Desirable: Training in disaster management or a related subject.
Skills:
Excellent computer skills, including office software applications.

Experience:
Essential: 3-5 years of national experience in the management of public health programmes/systems, with emphasis on disaster preparedness and response activities, or related issues.
Desirable: Experience in an international organization/institution, preferably WHO in related activities.
Languages:
Essential: A very good command of the English language and local language.
Desirable: Knowledge of other WHO/EURO official languages an asset.
