Background:

Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC has six strategic themes supported by seven departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

Department Introduction

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness, response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

Purpose of the Assignment:

The primary purpose of the assignment is to provide technical support to the program team in the implementation of knowledge management and documentation activities under the Bangladesh Preparedness Partnership (BPP) program administered by the Preparedness for Response and Recovery (PRR) Department. The consultant will be responsible for providing technical support in developing a Policy Brief on SOD 2019 and process documentation on formalizing the Bangladesh Preparedness Partnership engaging multi-sectoral partners for improving emergency coordination in Bangladesh through Whole of Society approach. The documents are crucial deliverables as part of documentation and knowledge dissemination outcome under BPP.

Responsibilities and Tasks:

  • Plan, coordinate, and organize consultation meetings with BPP partners
  • Development of the SOD 2019 Policy Brief and Process Documentation template in line with international standards
  • Take lead and facilitate consultation meetings, KII and FGDs with key partners
  • Plan and conduct field visits as required
  • Final Submission

Working Principles:

In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Senior Project Manager, PRR based in the Bangladesh office under the overall guidance of the Technical Lead- Emergency Preparedness under the Preparedness for Response and Recovery (PRR) Department of ADPC.

Qualifications:

Required Qualifications and Specifications

  • Master’s’ degree in Journalism, Communications, Creative Studies, Sociology, Development Studies, Disaster Management, Emergency Management, or Environmental Science is essential.
  • Minimum 10 years of professional experience in writing, developing knowledge products in national or international development agencies
  • Proven experience in writing, drafting, and producing good quality knowledge products for various platforms
  • Ability to work independently without following up on deliverables
  • Excellent writing skills in English and Bengali maintaining international standards

Preferred Qualifications:

  • Self-motivated, proactive, and takes initiatives; demonstrated ability to plan, and organize work & time independently;
  • Verbal and written communication skills in English and Bangla are essential.
  • Good understanding and Practical Experience of SOD 2019 and Knowledge of Product
  • Excellent interpersonal skills, team-oriented work style, and experience in working in a multicultural environment;
  • Strong desire to learn, undertake new challenges, must be a creative problem-solver, and must have self-confidence.
  • Willingness to work hard, good sense of humor but with seriousness about the quality and excellence of work
  • Ability to work in a team and complete deliverable in a timely manner
