Grant for a Multi-Hazard Risk Assessment and Development of an INFORM-Based Risk Data Platform and Local Risk Mapping for Niger
UNDRR is the United Nations' focal point for coordinating disaster risk reduction, working closely with countries and a wide range of partners and stakeholders to support the implementation, monitoring, and review of the Sendai Framework for Disaster Risk Reduction 2015-2030. This work is aligned with the 2030 Agenda and other relevant instruments, with the goal of achieving multi-hazard management of disaster risk in development and significantly reducing disaster risk and losses.
In accordance with UN Financial Regulations and Rules, UNDRR provides grants to apolitical and non-profit-making organizations to facilitate, implement, or carry out activities that align with UNDRR's and its partners' mandates and work programs.
To this end, UNDRR is pleased to invite non-profit-making organizations to submit grant proposals that focus on the following project:
Multi-Hazard Risk Assessment and Development of an INFORM-Based Risk Data Platform and Local Risk Mapping for Niger
Rationale
Niger is exposed to multiple and recurrent risks: floods, droughts, strong winds, epidemics, food insecurity and conflict-related shocks. These hazards are intensifying under the effect of climate change and demographic pressure.
Although several databases exist at the national level (PWCB, DMN, sectoral ministries, humanitarian partners), they remain:
- Fragmented
- Non-harmonized
- Insufficiently integrated into early warning systems
- Little exploited for anticipatory action
The existing INFORM model for Niger, developed with the support of OCHA, needs to be updated with recent national data and better integration of indicators related to Early Warning for Early Action (EWEA).
In this context, UNDRR is launching a call for proposals for:
- Structuring a national risk data architecture
- Update the existing INFORM platform
- Develop or identify EWEA indicators
- Produce multi-hazard maps at the local level
Purpose
The partner selected for the development of the national data platform based on INFORM will work closely with Niger's national institutions to support the country's national disaster risk reduction agenda and regional and international commitments.
This objective will be achieved through:
- Conducting in-depth multi-hazard risk analyses, including the collection, harmonization and analysis of hazard, exposure and vulnerability data;
- Updating and contextualizing the existing INFORM platform, as well as developing or identifying relevant indicators for Early Warning and Anticipatory Action (EWEA);
- The development of accurate multi-hazard maps at the local level and the capacity building of national and local actors for a better understanding and use of risk management tools.
This will combine the analysis of past events, the integration of future climate scenarios, and the use of forward-looking indicators to identify the most vulnerable areas, prioritize high-impact actions, and strengthen community resilience, contributing to a safer and more sustainable Niger.
Outcome
In keeping with the overall objective, the grant is expected to achieve the following outcomes:
- An updated multi-hazard assessment and an updated INFORM Niger platform are available, integrating harmonized data on hazards, exposure and vulnerability, to inform risk reduction policies and development planning at national and local levels.
- Operational indicators of Early Warning for Early Action (EWEA) are developed or identified and integrated into the INFORM model, strengthening the link between risk analysis, early warning systems and anticipatory action.
- Multi-hazard mapping at the local level is produced and used, and the capacities of national and local actors are strengthened to sustainably exploit the platform and risk management tools.
Outputs and suggested activities
Output 1: Consolidated national multi-hazard database and risk assessment carried out
Activities:
- To carry out an in-depth multi-hazard risk assessment in Niger, covering natural hazards (floods, droughts etc).
- Collect, harmonize and analyze data related to hazards, exposure and vulnerability (climate trends, socio-economic data, specific vulnerabilities by region), in line with the methodological dimensions of the INFORM platform.
- Validate data and analytical results with relevant national institutions.
Output 2: Updated INFORM Niger platform and integrated EWEA indicators
Activities:
- Update the existing INFORM template for Niger, incorporating the new harmonized data.
- Develop or identify operational Early Warning for Early Action (EWEA) indicators, including triggers and impact indicators.
- Recalculate risk scores and produce comprehensive methodological documentation.
Output 3: Elaborated local multi-hazard maps
Activities:
- Produce detailed multi-hazard maps at the local level from up-to-date INFORM analyses.
- Integrate EWEA indicators and alert thresholds into map representations.
- Generate a cartographic atlas and GIS files that can be used by national institutions.

Elements specific to the project that the grantee should know
All International and non-governmental organizations that wish to be considered partnership opportunities with UNDRR will need to register and create a profile on the United Nations Partner Portal (UNPP). Following verification of the profile information, partners will be eligible to apply to partnership opportunities with UNDRR as well as the UN Secretariat and all other participating UN Organizations.

Furthermore, the United Nations system requires all partners to be assessed regarding their capacity to prevent and respond to sexual exploitation and abuse. Budget and administrative-related aspects
The duration of the proposed project cannot exceed 6 months. The maximum amount requested from UNDRR for the implementation of this project cannot exceed 115,000 USD. The project proposal must not exceed 10 pages (attachments such as scanned copies of entity’s registration, CVs of staff etc. do not count).
Selection criteria
- Demonstrate proven experience in disaster risk reduction, risk awareness and early warning, with at least one concrete project completed in Niger in the last five years, incorporating multi-risk assessments, the development of risk maps or training in their use.
- Have at least five years of experience in Africa in implementing similar projects over the last three years, including risk mapping and capacity building activities.
- Demonstrate solid local expertise, with established collaborations with regional and local actors in Niger, and the establishment of regular consultation and feedback mechanisms with communities to ensure ownership of the tools developed.
- Provide a summary report for each training session, workshop or meeting detailing the results achieved, accompanied by a list of participants (with name, affiliation, gender, contact details and location) and visual evidence of the activities carried out.
- Explicitly mention in all communications and deliverables the financial support provided by UNDRR in the implementation of the project.

Deadline for applications: June 30,2026, midnight New York, USA EST (Eastern Standard Time) Incomplete and/or late applications will not be considered .
Projects’ activities can include, amongst others, the following:
- seminars, workshops, trainings;
- capacity building activities;
- institutional strengthening activities and
- advocacy
The following types of activity will not be covered:
- capital expenditure, e.g. land, buildings, equipment and vehicles;
- individual scholarships for studies or training courses;
- supporting political parties; and
- sub-contracting
Due to the number of applications, only short-listed applicants will be notified.
Please note that the grant payment schedule will be determined with the selected grantee when finalizing the agreement. UNDRR standard practice is : not to exceed 40% of the requested amount upon signature of the grant agreement; remaining payments made based on a schedule of payments linked to production of project milestones and the final payment, 20%, will be paid after the end of the project, once final documents have been received, verified and approved by UNDRR.
Refund of grants: UNDRR may request organizations to refund, either in part or in whole any amounts paid in respect of a grant when:
- the project was not implemented in full or in part;
- the grant was spent for ineligible expenditures other than those mentioned in the budget proposal submitted to, and approved by UNDRR;
- no narrative, financial or audit report was submitted within the deadline established by the grant agreement;
- a narrative report and/or a financial report submitted was determined to be unsatisfactory;
- a negative evaluation of the project by UNDRR;
- any other valid reason provided by the UNDRR.
