Background
The German Red Cross (GRC) is part of a world wide movement assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross / Red Crescent Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organizations within the Red Cross / Red Crescent Movement.
To advise the Palestine Red Crescent Society in establishing a Disaster Risk Reduction programme in West Bank and Gaza, our International Cooperation Department is searching for a Country Representative / Head of Office.
Purpose of the position
- Technical Advisor to the PRCS Head of Disaster Management Department and the PRCS Community Based Disaster Risk Reduction (CBDRR) Program Coordinator for the yet to be established PRCS CBDRR Program
- Technical representative for the GRC-led DRR consortium supporting PRCS (German Red Cross, Norwegian Red Cross, Swedish Red Cross)
- Line Management by German Red Cross Office Ramallah
Key tasks and responsibilities
- Training of PRCS program staff in skills required for the implementation of the CBDRR program, e.g. Project Cycle Management, Vulnerability and Capacity Assessments, Community Action Planning, Community Based Project Management;
- Advisory role in the setting up and implementation of the DRR program;
- Narrative and financial reporting according to EU standards / requirements;
- Facilitation of the development of an M&E system (including the design of a community based M&E component) for the CBDRR program;
- Communication and coordination with PRCS and the GRC-led DRR consortium and other RCRC movement partners involved;
- Facilitation of the review process;
- Facilitation of program documentation from the beginning;
- Facilitation of the elaboration of a “best practice / lessons learned” process resulting in a good practice publication;
- Communication with EU.
Experience
- 5 years working experience in the field of CBDRR
- Experience of working for the Red Cross / Red Crescent (preferably)
- Experience in and advisory role and coaching
- Experience in working with different donors (EC and others)
- Experience in working in a difficult and volatile security situation
Skills
- Excellent communication skills (oral and written)
- Self-supporting in computers (MS-Windows, spreadsheet- and word-processing)
- Skills in facilitation, moderation and training
Languages
- Advanced knowledge of English
- Arabic language skills an asset
- working knowledge of German an asset

Commitment to stay with the CBDRR program for 3 years (potentially without permanent presence in the second and third year) is an asset.
The German Red Cross offers comprehensive training, briefing and medical check up prior and after mission. During mission the GRC provides a full insurance package, per diems and accommodation. The compensation is offered according to the GRC tariff system. Partner/Family Posting negotiable.
