Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. Job context


Handicap International (HI) Uzbekistan is supervised by the HI CIS regional office in Moscow (by mid 2009 it is planned that the regional office is moved to central Asia (Uzbekistan or Tajikistan)). The team currently working in Uzbekistan is composed of 5 persons: 1 Expatriate Coordinator, 1 Assistant Coordinator, 1 Logistic Officer, 1 Finance Officer and 1 Driver.

Challenges and goals

As the Disability Technical Advisor, you will be the overall technical referent of the Uzbekistan mission. You will be focussing on the technical aspects of the two main projects and give support to the two project managers involved.
These two projects are:
Mainstreaming disability issues in Disaster Risk Reduction (DRR) (project financed by DIPECHO) and promotion of inclusion of people with disabilities into professional colleges (EU Non State Actors project).

Activities

In order to mainstream Disability issues into DRR you will:
- you will assist, advise and train HI Team
- provide technical expertise on disability within a Disabled Peoples Organisations (DPO) working group in order to develop training material
ensure capacity building of DPO staff on disability and DRR

In order improve access of persons with disabilities to professional colleges you will:
- establish inclusive guidelines for professional colleges together with local stakeholders
- provide training based on those guidelines

Required skills

- Wide Understanding of Disability (Occupational Therapist, Physiotherapist or Social Related Degree)
- Experience in International Solidarity and working with Partner Organisations
- Strong training skills

Complementary skills

- Experience in vocational Training and DRR
- Previous experience with HI

Required language skills

- English is mandatory
- Russian would be a plus

Job environment

Uzbekistan is on a seismic zone the country has a continental climate (hot in summer and cold in winter) In Tachkent the living conditions are quite good. European standard of accomondation is easy to find. Numerous parks, swimming pools, restaurants, cinema, opera,.. are present in Tashkent. At 1.5 hours from Tashkent in Chimgan in the mountains there are nice spots to relax, to hike, to ski in winter or swim in the river in summer. Silk Road touristic towns are easy to access from Tashkent: Samarcande and Boukhara.
