Background information:

The China Climate Change Partnership Framework brings together the work of nine UN Agencies inclose coordination and partnership with ten government counterparts. The Framework was formulated in the latter part of 2007 by the UNTGCCE and ten Chinese Government line ministries coordinated by the National Development and Reform Commission and the Ministry of Commerce. Through the joint programme, the UN System in China has helped implement China’s National Climate Change Programme by supporting efforts to reduce greenhouse gas emissions through national policy/legal measures andimprove local capacities and partnerships for financing and technology. The programme has also workedwith poor and vulnerable communities in China’s least developed areas to adapt to the impacts of climate change through adaptation policy frameworks in the areas of poverty reduction, water supply, agriculture,and land management. Duties:

The Consultant will produce a UN occasional paper which will present the results of the work ofthe UN Theme Group on Climate Change and Environment (UNTGCCE) and the Government of Chinaunder the CCPF joint programme – see the background information at the end for more details on this programme.The purpose of the paper is to:

(i) Draw together and present all key findings and policy recommendations elaborated in the CCPF programme in a logical manner;
(ii) Review UN China and GoC priorities in the area of climate change and environment, consulting other relevant non-UN literature, including Government policy documents, guidelines etc. as necessary, and;
(iii) Given the context of latest Government policy, identify gaps and make recommendations for further UN interventions. The Consultant will work under the guidance and direct supervision of the Chair of the UNTGCCE to whom he/she will report. He/She will work closely with the CCPF Programme Management Office (PMO)and other programme stakeholders, particularly the project managers from the UN Agencies involved in the programme and staff from the executing institutions.

Qualifications:

An advanced university degree in environmental sciences, economics, management, internationalrelations, public policy or other relevant social sciences.

Experience:

1. A good all-round understanding of the latest issues in climate change policy, mitigation, andadaptation, both in China and internationally, and;
2. At least 8 years of relevant experience at the national and/or international level, several years of whichinclude research and policy-level analysis in China.
3. English publications in relevant areas would be a strong asset.

Language:

Excellent spoken English and drafting skills; fluent spoken and written Chinese would be an advantage.
