Background

The IFRC East Asia regional office has been continuously supporting national societies in the region to develop sustainable community resilience program strategy throughout the years. One of the major partners, the Red Cross Society of China (RCSC) are in the process of developing an integrated approach of community based programming. The newly developed community-based programme in Sichuan province, which aimed at incorporating different elements such as disaster management (preparedness and risk reduction), health, livelihood, resource mobilization into the existing community based model and for the formulation of an integrated approach of community based programming is one of the major step that contributes to the consolidation of the development direction as well implementation methodology

Main objective

The Community Resilience Programme Manager will provide technical support to RCSC in implementing the community based programme in Sichuan, in the same time perform monitoring duties to ensure the program process and reporting are up to standard that significantly benefitting the selected vulnerable communities, maximizing impact with cost efficiency.

Description of duties

1. Work together with IFRC Regional Office on implementation strategy, and to support in mobilizing technical resources and integration of existing training materials as needed to ensure the community-based programme in Sichuan in line with the IFRC integrated programming.

2. Support RCSC Sichuan provincial Red Cross branch to develop overall work plan for commu-nity-based programme in the province.

3. Provide on-site technical support to RCSC Sichuan provincial Red Cross branch to ensure all -level of Sichuan Red Cross branches had adequate capacities in implementing all projects within the framework with competencies and qualities.

4. Coordinate and support trainings according to work plan as agreed by the RCSC Sichuan pro-vincial Red Cross branch and the regional office.

5. Ensure quality and timely reporting from relevant branches Red Cross to IFRC Regional Of-fice.

6. Maintain technical oversight of the Sichuan Red Cross CBDP project in Neijiang, assisting with problem-solving, planning and reporting as required.

7. Provide support to IFRC Regional Office, where required, to monitor the Federation supported 2008 Sichuan earthquake reconstruction programme, including disaster preparedness centers, school and township hospital.

Required qualifications

Education:

- Basic Delegates Training Course/IMPACT or equivalent knowledge
- Qualification in disaster preparedness, response, rehabilitation and recovery university degree preferred

Experience:

- Experience working for the Red Cross/Red Crescent movement is preferred
- Experience working for a humanitarian aid organization in a developing country context
- Experience and competencies of working in a relief, rehabilitation and recovery role in a developing country is preferred
- Experience working on community based programmes/interventions in a developing country context
- Experience in elaboration/implementation of disaster response preparedness activities
- Experience in livelihoods improvement initiatives under the framework of disaster risk reduction is preferred
- Experience in budget planning and financial management
- Experience producing and analyzing narrative & financial reports

Languages:

- English fluency is essential
- Chinese-conversational is preferred
