This position assists the executive director of the Association of State Floodplain Managers with administration, project management, certification programs, and other ASFPM activities. Duties include managing day-to-day operations, overseeing financial management, and supervising publications and professional certifications. A bachelor’s in floodplain management or a related field; five years management experience; and financial and project management experience are required.

Background

The Association of State Floodplain Managers (ASFPM) plans to hire a person to assist the Executive Director in the operation of all Association activities, enabling ASFPM to better serve our members and be more effective in meeting our mission and goals. ASFPM is a national non-profit, professional membership association with 14,000 members and 29 Chapters throughout the U.S. Established in 1977, ASFPM is a volunteer organization with direction provided through a 19-member Board of Directors composed of nationally and internationally recognized flood hazard professionals, academicians, and professional private sector representatives.

The ASFPM mission is to promote policies and programs which:

a) Reduce the loss of human life and property damage from flooding;
b) Promote pre-flood and post-flood mitigation measures to prevent flood loss;
c) Avoid actions that exacerbate flooding and flood damage; and
d) Preserve the natural functions and the cultural values of floodplains.

Responsibilities / Outcomes


The primary outcome of this position is to enhance ASFPM’s operational efficiency by ensuring timely, compliant and quality completion of all Association activities, projects and products.

Key responsibilities include:


1. Manage day-to-day operations of the Association, including securing and executing leases and contracts
2. Supervise administrative employees of ASFPM and oversee IT and website operation
3. Assist the Executive Director with reports, preparation for meetings, calls, and pertinent Board activities
4. Manage the Association’s records and files relative to Board, membership, Certification (CFM), and policy
5. Oversee budget, financial policy, accounting functions, financial reports, tax records, timely billings, bank accounts, and investment management, in cooperation with Treasurer and staff
6. Assure timely, compliant, quality completion of projects and products, in conjunction with staff
7. Oversee production and distribution of ASFPM publications, reports, and timely information to members
8. Monitor and assist in conduct of Association conferences, workshops, and meetings
9. Foster partnerships with government agencies at all levels and with related professional organizations
10. Represent ASFPM at national, regional, state, and international meetings and in Washington as required
11. Oversee the administration of the Certified Floodplain Manager program
12. Maintain good communication and coordination with the ASFPM Foundation, and with the Certification Board of Regents

Qualifications / Experience

The successful candidate must possess/demonstrate:

- Bachelor’s Degree in a field related to floodplain management
- Strong written and oral communications skills
- Minimum 5 years experience in progressively responsible management positions
- Demonstrated proficiency with personnel as well as financial management
- Experience in floodplain management disciplines
- Excellent organizational aptitude
- Strategic thinking capability
- Knowledge of and direct networking among FPM industry players and issues (active participation in related professional organizations is a plus)
- Successful project development and completion
- Works well with others, particularly at policy levels and in high pressure situations
- Passion for and belief in ASFPM’s mission and goals
- Proven ability to take initiative
- Certified Floodplain Manager (obtain in 6 months)

Position aspects


This is a full-time position, located in the ASFPM office in Madison, Wisconsin, reporting to the Executive Director and working under the direction of the ASFPM Board of Directors. Travel obligation is 15-20% of time. Salary range is salary commensurate with experience, plus standard benefits. ASFPM is an Equal Opportunity Employer.
