Purpose of position:


To support the Partner National Societies in implementing the DIPECHO-funded Disaster preparedness project in 5 Caribbean countries. This programme seeks to develop NS and community preparedness capacity to respond to disasters in an effective and efficient manner and reduce the impact on communities most at risk through prevention and mitigation.

Description of duties:


The Disaster Risk Reduction Project Delegate will provide technical guidance to the Partner National Society Representatives and to the National Society Project staff to achieve the project deliverables. The DRR Project Delegate will also have the direct responsibility for the delivery of the regional capacity building component of the project.
The position will assist in providing oversight and technical assistance to project staff in implementing activities in community-based disaster management, first aid training, CDRT training, and community disaster planning and preparedness, in collaboration with Red Cross and non-Red Cross partners. Ensuring timely delivery and reporting on the project outputs will be the main objective of this position. This includes ensuring that project outcomes are achieved and measured, and that cross-cutting program themes (including shelter and community health in emergencies) are integrated.

Specific project duties, responsibilities and accountabilities:


1. Assist NS and PNS in the roll-out of standardized community vulnerability criteria for the selection of project communities;
2. Assist NS and PNS in local, in-depth analysis of the risks, vulnerabilities and capacities in high risk zones/ in high risk communities as needed.
3. Facilitate the development, dissemination and implementation of standardized regional disaster preparedness and response materials.
4. Facilitate the dissemination and implementation of standardized monitoring tools, including DRR community baseline and endline. Conduct occasional site visits to meet with project staff and/or beneficiaries.
5. Assist the NS to develop and implement the project training programs and materials that address major threats and prepare the most vulnerable parts of the population to respond to these threats in a coordinated and systematic manner.
6. Assist the NS and PNS to organize, train and equip Community Disaster Response Teams in high risk communities as needed.
7. Facilitate the establishment or improvement of community disaster response plans.
8. Establish links and work towards co-ordination and co-operation between relevant stakeholders including other NSs and the Federation.
9. Strive to further develop an effective operational partnership with the National Disaster Office in DIPECHO countries (and other government departments as necessary). Assist NSs to improve their co-operation with the relevant government agencies and in liaising with international agencies and organizations, in particular as it relates to the development of DRR Country Profiles.
10. In coordination with the Regional DRR Delegate, produce regular, accurate and timely financial and narrative reports for Donors. This implies regular financial and operational monitoring of programs.
11. Share experiences, challenges and lessons learned with the other NSs involved in implementing Community Disaster Management projects.

Education: Bachelors degree in social sciences or related field required Master Degree, preferred.

Experience:
Minimum of five years related programmatic experience and one year of management experience required Field experience internationally in managing operations in emergency and non-emergency settings Experience in project/program management, design, monitoring and evaluation of multi-sectoral programs budgeting and financial experience, as well as program supervision.
Experience of working for the Red Cross and Red Crescent Society or in a humantarian organization, preffered.

Skills:
Self-supported in computing systems Ability to work in a team, excellent communication skills Ability to work in a cross-functional environment Sound Managerial, Interpersonal and organizational skills Working knowledge of Microsoft Office, in particular Excel Skills in training and developing staff Training and presentation skills, preferred.

Languages: Fluent English Spanish and/or French an asset.
