First workshop of the Deployment and Engagement of Resources and Citizens for European Emergency Response project held in Gelsenkirchen, Germany
Prepared International (PPI) participated in the first workshop of DARE (Deployment and Engagement of Resources and Citizens for European Emergency Response) in Gelsenkirchen, Germany. Funded by the European Union under Horizon, DARE is advancing cross-border interoperability for extreme wildfire and flood events through harmonised procedures and an open-source dashboard for information sharing.
Mr. Marc Arnold represented PPI and joined the Command and Control Community of Practice sessions, contributing operational perspectives on how procedures and decision-making structures can align more effectively during cross-country deployments.
The workshop focus and expert leads included:
- Harmonising Command and Control practices – led by Jean Paul Monet, Entente pour la Forêt Méditerranéenne (Valabre)
- Development of Standard Operating Procedures (SOPs) templates – led by Tero Lähdesmäki, Emergency Services Academy Finland (ESAF)
- Use of dashboards and chatbots for incident management – led by Jorge Gomes, VOST Portugal and Angelica Urbanelli, Fondazione LINKS
- Communities of Practice facilitation included Juan Caamaño, Sergio Pirone, and Bamba Niang.
The DARE consortium includes Fraunhofer Institute for Technological Trend Analysis (Fraunhofer INT), Fundació Pau Costa, FORMONT, Trilateral Research, Vereinigung zur Förderung des Deutschen Brandschutzes (vfdb), the Federal Office of Civil Protection and Disaster Assistance (BBK), European University Cyprus, European Forum for Urban Security (Efus), Public Safety Communication Europe (PSCE), Carr Communications, University of Split, and other civil protection and research partners across Europe.
Prepared International will continue to support the DARE implementation partnership with expert advice and operational experience, contributing to the development of harmonised procedures and practical solutions that strengthen Europe’s collective preparedness and response capacity.
