Risk assessment and mapping guidelines for disaster management

The guidelines are mainly addressed to national authorities and other actors interested in the elaboration of national risk assessments, including regional and local authorities involved in cross border cooperation. The focus of these guidelines is on the processes and methods of national risk assessments and mapping in the prevention, preparedness and planning stages, as carried out within the broader framework of disaster risk management.

These guidelines build on experience in the practical implementations of national risk assessments and mapping, in particular existing good practice risk assessments of major natural and man-made disasters available in EU Member States. 

The guidelines are based on a multi-hazard and multi-risk approach. They cover in principle all natural and man-made disasters both within and outside the EU, but excluding armed conflicts and threat assessments on terrorism and other malicious threats. Risk classification does not fall within the scope of these guidelines.
