Source(s):  Oxfam International Secretariat

Oxfam in Iraq has sought to analyze the humanitarian capacities of Iraqi government structures and local civil society organizations to meet needs in the current conflict in Iraq as well as to increase its preparedness to take on future emergencies, conflict-related or not.  This report makes suggestions and recommendations for creating a robust emergency and humanitarian response capacity at all levels in Iraq that is nationally and locally owned and led.
