Panama: Plan nacional de gestión de riesgo de desastres 2011-2015
The National Disaster Risk Management Plan is formulated as an operational planning tool, which allows progress through strategic goals and objectives for disaster risk reduction at the national level and where specific actions are delimited to achieve objectives and joint goals at the inter-institutional level. In the same way, the update of the National Plan allows for monitoring the implementation of the articulating axes that emanate from the National Policy for Comprehensive Disaster Risk Management of Panama.
This National Plan must be interpreted as a short and medium-term operational tool that covers all dimensions of disaster risk management. It is also recognized that institutional capacities are important in managing risks and reducing the impact of disasters related to natural hazards at the national, provincial, regional, municipal, and community levels.
The preparation of the National Disaster Risk Management Plan was based on a consultation process with representatives of the public, private, academic and civil society sectors in general, channelled through the National Platform for Disaster Risk Reduction and Commission National Coordination Center for Disaster Prevention in Central America. In the same way, there has been the vision and contributions of international organizations such as the World Bank, the Inter-American Development Bank and the United Nations System, particularly the UNISDR Americas and the UNDP.
