Plan nacional de protección civil, prevención y mitigación de desastres
The Civil Protection, Prevention and Mitigation of Disasters Law, LPC, in article 20, defines that the Civil Protection, Prevention and Mitigation of Disasters Plan, PNPC, aims to define the actions of the State and civil society for the management of risks, the study of existing vulnerabilities and their mitigation, as well as preparations for care and recovery in the event of disasters.
The PNPC has planned results for the public administration period 2014-2019 based on the Five-Year Development Plan and expected results until 2030 based on the international commitments to implement the 2030 Agenda, The Paris Agreement, COP 21, and the Sendai Framework, these international commitments are country commitments and the following public administrations must take up their implementation in their five-year planning cycles.
The approach used in planning for the GIRRD is intersectoral, interinstitutional and multidisciplinary. It includes prevention, mitigation, response, and post-disaster recovery in its design, and its actions indicate that all public entities, the private sector, and civil society are involved in its execution. The premise of the planning is that to the extent that the risk is known, the person will be better prepared to prevent, mitigate and confront them in a timely and effective manner for recovery.
The PNPC is divided into five chapters: the first addresses the national and international regulatory legal framework that regulates the PNPC; the second the institutional framework that, due to its intersectoral nature, is needed to execute the PNPC; The third chapter interrelates the PNPC with the Sendai Framework, the SDGs and the Five-Year Development Plan 2014-2019 of El Salvador; The fourth articulates the conceptualization of the prevention, mitigation, response and post-disaster recovery components. The fifth chapter develops the strategic framework of planning, its philosophy and executive direction by establishing the mission, vision, objectives, priorities and strategic lines of action; finally, the sixth chapter defines the guidelines for post-disaster recovery.

La Ley de Protección Civil, Prevención y Mitigación de Desastres, LPC, en el artículo 20 define que el Plan de Protección Civil, Prevención y Mitigación de Desastres, PNPC, tiene como objeto definir las acciones del Estado y de la sociedad civil para el manejo de los riesgos, el estudio de las vulnerabilidades existentes y su mitigación, así como los preparativos para la atención y recuperación en caso de desastres.
El PNPC tiene resultados previstos para el periodo de la administraciónpública 2014-2019 sobre la base del Plan Quinquenal de Desarrollo y resultados esperados hasta el 2030 a partir de los compromisos internacionales de implementación de la Agenda 2030, El Acuerdo de Paris,COP 21, y el Marco de Sendai, estos compromisos internacionales son de país y su implementación deberánde ser retomados por las siguientes administraciones públicas en sus ciclos de planificación quinquenal.
El enfoque utilizado enla planificación para la GIRRD es de carácter intersectorial, interinstitucional y multidisciplinario. Incluyela prevención,la mitigación, la respuesta y la recuperación post desastres en su diseño y sus acciones son de carácter indicativo para todas las instancias públicas, el sector privado y la sociedad civil que se involucran en su ejecución. La premisa de la planificaciónes que en la medida en que se conozca el riesgo, se estará mejor preparado para prevenirlos, mitigarlos y enfrentarlos de forma oportuna y efectiva para la recuperación.
El PNPC estádividido en 5 capítulos, el primero aborda el marco legal normativonacional e internacional que regula el PNPC, el segundo el marco institucional que por su carácter intersectorial se necesita para ejecutar el PNPC; el tercer capítulo interrelaciona el PNPC con el Marco Sendai, los ODS y el Plan Quinquenal de Desarrollo 2014-2019 de El Salvador; el cuarto articula la conceptualización de los componentes deprevención, mitigación, respuesta y recuperación post desastres. El quinto capítulo desarrolla el marco estratégico de la planificación, sufilosofía y direccionamiento ejecutivoal establecerla misión, visión, objetivos, prioridades y líneasestratégicas de acción, finalmente el sexto capítulo define las directrices para la recuperación post desastres.
