Peru: Plan Nacional de Gestión del Riesgo de Desastres (PLANAGERD) 2014-2021
The National Disaster Risk Management Plan (PLANAGERD) 2014-2021 is oriented towards the Disaster Risk Management (DRM) processes established in Law 29664 that creates the National Disaster Risk Management System (SINAGERD) and the National Disaster Risk Management Policy, approved as a mandatory policy for Peruvian Government entities.
In coherence with the Hyogo Framework for Action (HFA) and with other international and national frameworks, mechanisms and instruments and with the expected result at the national level of reducing the vulnerability of the population and their livelihoods to disaster risk, the PLANAGERD considers the three levels of implementation (national, subnational - regional - and local), population vulnerability, public investment and budget allocation through 6 strategic objectives, each with its respective sub-objectives and indicators.
The objectives focus on increasing knowledge, reducing existing risk in livelihoods and at the territorial level, institutional capacities, response, physical, economic and social recovery and organized participation based on a culture of prevention. It indicates actions with short, medium and long-term indicators, identifying priorities and those responsible for their implementation and monitoring. It is a mandatory policy for Peruvian Government entities.
This Plan establishes general guidelines in Disaster Risk Management (DRM) of mandatory compliance for SINAGERD public entities that promote the prevention, Reduction and Control of disaster risk factors, being prepared to provide an adequate response and recovery. Appropriate in emergency and disaster situations, protecting the population and their livelihoods.
The PLANAGERD 2014 - 2021 was developed by the Disaster Risk Management Secretariat (SGRD) of the Presidency of the Council of Ministers (PCM), the National Center for Disaster Risk Estimation, Prevention and Reduction (CENEPRED) and the National Institute of Civil Defense (INDECI), Ministry of Economy and Finance (MEF) and National Center for Strategic Planning (CEPLAN), as well as the other members of the SINAGERD.

El Plan Nacional de Gestión del Riesgo de Desastres (PLANAGERD) 2014-2021 está orientado hacia los procesos de la Gestión del Riesgo de Desastres (GRD) establecidos en la Ley 29664 que crea el Sistema Nacional de Gestión del Riesgo de Desastres (SINAGERD) y de la Política Nacional de Gestión del Riesgo de Desastres, aprobada como una política de obligatorio cumplimiento para las entidades del Gobierno peruano.
En coherencia con el Marco de Acción de Hyogo (MAH) y con otro marcos, mecanismos e instrumentos internacionales y nacionales y con el resultado esperado a nivel nacional de reducir la vulnerabilidad de la población y sus medios de vida ante el riesgo de desastres, el PLANAGERD considera los tres niveles de implementación (nacional, subnacional – regional - y local), la vulnerabilidad poblacional, la inversión pública y asignación presupuestal a través de 6 objetivos estratégicos, cada uno con sus respectivos sub-objetivos e indicadores.
Los objetivos se enfocan en aumentar conocimiento, la reducción del riesgo existente en los medios de vida y a nivel territorial, las capacidades institucionales, de respuesta, de recuperación física, económica y social y la participación organizada en función de una cultura de prevención. Señala acciones con indicadores para el corto, mediano y largo plazo, identificando prioridades y responsables tanto para su implementación como de monitoreo.
Este Plan establece directrices generales en la Gestión del Riesgo de Desastres (GRD) de obligatorio cumplimiento para las entidades públicas del SINAGERD que promuevan el Prevenir, Reducir y Controlar los factores de riesgo de desastres, estando preparado para brindar una respuesta efectiva y brindar una recuperación apropiada ante situaciones de emergencias y desastres, protegiendo a la población y sus medios de vida.
El PLANAGERD 2014 - 2021 fue desarrollado por la Secretaría de Gestión del Riesgo de Desastres (SGRD) de la Presidencia del Consejo de Ministros (PCM), el Centro Nacional de Estimación, Prevención y Reducción del Riesgo de Desastres (CENEPRED) y el Instituto Nacional de Defensa Civil (INDECI), Ministerio de Economía y Finanzas (MEF) y Centro Nacional de Planeamiento Estratégico (CEPLAN), así como de los demás integrantes del SINAGERD.
