National climate change preparedness initiative

Initial prospectus and call to action proposed by 'Climate Science Watch' to undertake a National Climate Change Preparedness process, to deal with the full range of climate change intelligence, risk, and preparedness questions. This initiative could be a vehicle linking scientists and other experts with decision makers and linking the federal government with civil society, in order to put in place an ongoing US capability to deal with the climate change problem in the 21st century.
