Fearing the knock on the door: critical security studies insights into limited cooperation with disaster management regimes

This paper seeks to contribute to the social volcanology literature by demonstrating how a specific focus on the narratives of insecurities complements the vulnerabilities approaches. In particular, such an approach emphasizes how a volcanic hazard is considered as part of a broader continuum of threat, and secondly how trust in disaster management regimes is impacted by the confidence people have in the broader state security architecture. Drawing on field work in communities at risk from lahars generated from Cotopaxi in Sangolqui, Ecuador, it explores the ways in which competing claims of what constitutes security challenge the operating assumptions in emergency preparedness.
