Reducing communication-related vulnerability to disasters: A framework for capacity development
This paper presents a framework for institutional communication capacity building in disaster risk management. Drawing on recent theorizations of disaster vulnerability, the framework combines audience research and engagement with scenario-based vulnerability analysis exercises to support evidence-based changes in organizational practices that reinforce preparedness and communication capabilities.
The paper argues that social vulnerability to disasters is exacerbated by barriers to accessing, understanding, and acting upon information about hazards. It identifies three areas for preparedness communication: surviving the direct impact of hazards, coping with disruptions to vital services and social support structures, and overcoming barriers to risk and emergency communication. The framework proposes audience research and engagement, scenario-based vulnerability analysis, and evidence-based capacity development to address communication-related vulnerability, improve preparedness, and fill capacity gaps in disaster management and social support structures.
