Measuring the climate resilience of the power sector: Harmonization, not homogenization
This paper calls for the harmonization - not homogenization - of climate resilience metrics, as there is no universally recognized framework to measure progress toward meeting the unique resilience challenges posed by climate change to the power sector. The report examines the threat posed by climate change to the power sector, before assessing how climate resilience metrics - such as metric categories, methodologies, and reporting frameworks - must be aligned through coordinated efforts among regulators, utilities, and other stakeholders in order to enable more consistent, effective, and scalable resilience planning across the sector.
The paper concludes that the approach to climate resilience metrics must be united in purpose, but unique in approach. This can be done through the categorisation of metrics, the creation of guiding principles, establishing a core set of minimum indicators, and the release of standardised disclosures.
