Kazakhstan: Climate change institutional assessment

The Kazakhstan Climate Change Institutional Assessment acts to complement the World Bank's flagship Country Climate and Development Reports (CCDRs) by establishing the extent to which the country's public institutions are orientated towards achieving development objectives aligned with climate mitigation and adaptation. From this analysis the most significant Kazakh institutional constraints for climate mitigation and adaptation can be identified.

The study shows that over the past decade, Kazakhstan has made progress in strengthening its institutional framework to address climate change. This is particularly important as Kazakhstan is both a major emitter of greenhouse gases and also highly vulnerable to climate change. However, the country's efforts are limited by the disconnect between its climate ambitions, and the capacity to effectively implement them. Moreover, despite Kazakhstan's engagement with global climate initiatives, and benefits from economic integration into international markets, the prominent role of the traditional energy sector presents difficulties in aligning policy ambitions with implementation.
