Community-based flood management in Djibouti: A practical manual for local preparedness and respons
This manual provides practical guidance for strengthening community-based flood risk management in Djibouti. Developed under the Climate Risk and Early Warning Systems (CREWS) Djibouti project, it aims to help local communities reduce their vulnerability to flooding and strengthen their capacity to prepare for, respond to and recover from flood events. The manual supports efforts to establish people-centred early warning systems and promote inclusive community participation in disaster risk reduction.
The publication outlines principles and approaches for organizing community participation, coordinating multiple stakeholders and integrating local knowledge into flood risk management. It provides guidance on community risk assessments, preparedness planning, early warning dissemination, emergency response and post-flood recovery. Particular attention is given to the needs and capacities of different population groups, including people in vulnerable situations, and to gender-responsive approaches.
