Climate and UNFCCC Position Paper for COP30 by Sendai Stakeholder Engagement Mechanism

The Sendai Stakeholder Engagement Mechanism (SEM) is a group of non-state stakeholders advocating for integration of disaster risk reduction (DRR) into intergovernmental policies, particularly in climate action. Since disaster risk is inextricably linked to climate change, a goal of the SEM is to support the engagement of DRR stakeholder groups in intergovernmental decisions and policy-making. As we approach COP30 in Belém, the intersection of climate change and disaster risk has never been more urgent, making Parties’ ambition within the UNFCCC imperative. The Sendai Framework's 2030 deadline demands the integration of DRR strategies across sectors and agendas. These demands have been long-standing, and the urgency of the climate crisis necessitates that we can no longer afford to delay their implementation. 

The positions reflect the voice of communities on the frontlines of climate disasters, grounded in lived experience from the 2025 Global Platform. They were written in collaboration with the SEM Climate Working Group and represent the collective contributions of its sixteen stakeholder constituencies. By taking into account the perspectives of diverse stakeholders, these points are designed to reflect an inclusive approach to risk reduction and climate change action.
