Climate and UNFCCC Position Paper (2026)

This paper outlines SEM’s position and priorities for 2026.The Sendai Stakeholder Engagement Mechanism (SEM) calls for the systematic integration of disaster risk reduction (DRR) across all climate policy frameworks and processes, including mitigation, adaptation, climate finance, and loss and damage. Climate-related disaster risks are increasing due to the interaction of hazards, exposure, vulnerability, and capacity. However, current policy approaches remain fragmented and insufficiently risk-informed.

Achieving coherence demands an integrated, evidence-informed approach that draws on risk science, community-based monitoring, and local stakeholder inputs, with feedback loops running from communities to policymakers and policy continuously refined in light of what is working. SEM calls on all Parties, UN agencies, and stakeholders to commit to this vision: a future where disaster risk reduction and climate action are mutually reinforcing pillars of a coherent, equitable, and evidence-informed system of global risk governance that delivers greater resilience for all communities, leaving no one behind.
