Barriers of integrated management of natural disasters for the resilience in Niger
The implementation of disaster risk reduction in Niger has not been effective as it has been hindered by multiple barriers. This study analysed the barriers to the integration of risk management in Niger through a mixed methods approach. This consisted of semi-structured interviews from thirty institutions involved in disaster management at a national level, in addition to field observations and contents analysis. By understanding and overcoming these barriers to risk management implementation, resilience can be built, and existing achievements preserved.
The results show that there is awareness amongst national authorities, and also the existence of structures and tools for early warning, assessment, and emergency response. However, at the stakeholder level, there is a lack of support from a "common and integrated global vision". Other identified barriers included insufficient resources, and the lack of training of actors, reducing the functionality of disaster risk reduction and prevention. Therefore, the identified progression points include efforts to allocate resources specifically to disaster risk prevention and preparation, as well as communication to the public.
