A 12-target global framework for measuring drought resilience: Insights from a multi-country review

The research seeks to address the  question, what are the potential global targets forevaluating proactive drought preparedness and resilience that can be standardized and monitored to improve coordination among countries and international organizations. Drought is among the most damaging natural hazards, causing severe socio-economic and environmental impacts worldwide. Annual global losses from drought reach US$307 billion, disrupting lives and economies across developed and developing nations. Measuring resilience requires more than a sectoral perspective.

The study concludes that at national levels, several barriers exist to finding a common understanding and activity mix for drought resilience. Policy fragmentation and limited resources hamper coordinated drought management, and weak governance and data gaps restrict early action and planning. Many low-income nations depend on inconsistent aid and struggle with bureaucratic delays for climate finance.
