Developing an institutional framework to address loss and damage
This paper presents the recommendations of the Least Developed Countries (LDC) group regarding the development of an institutional framework to address loss and damage, as part of the the UN climate change negotiations. It calls for: (i) mitigation ambition to be ramped up significantly; (ii) an increased support for adaptation, including disaster risk reduction; (iii) the residual loss and damage due to climate impacts to be addressed through (iv) a facilitated institutional framework that addresses the needs of vulnerable countries that (v) includes a risk management component and that (vi) should be operationalised by COP20.
