Community-based flood management

This publication, part of APFM's Integrated Flood Management Tools series, presents community participation in sequential order of the disaster risk reduction cycle, which includes prevention or mitigation as well as preparedness for, response to, and recovery from, flood disasters. In addition to examining core concepts, pragmatic approaches are provided for resource maximization, participation and involvement, motivation for community participation, conflict mitigation, institutional linkages and adaptation to climate change are documented, together with the steps necessary for implementation.
No longer seen solely as recipients, communities are recognized as critical stakeholders who have a major role to play in flood management programmes.
