Mission
Expertise France is the French interministerial agency for international cooperation and development. As part of the Agence Française de Développement Group (AFD Group), they specialise in technical cooperation, working to strengthen public policy in their partner countries on a local, national, regional and international level.
Expertise France states that it is the second largest international cooperation agency in Europe. They develop and implement a range of innovative technical cooperation projects in more than 170 countries. Their goal is to promote fair, lasting development in the countries we collaborate with. They enable experience sharing, capacity building, peer learning, knowledge transfer, and co-development of solutions through the sharing of expertise and good practices with partner countries. The end-goal is to develop solutions tailored to local needs.
Expertise France, through its Risk Prevention, Reduction and Adaptation Division (PRAR), brings extensive experience in international project engineering and management across disaster risk management (DRM) and climate resilience, covering both natural and technological/CBRN hazards.
PRAR mobilizes high-level public and private expertise through its network of specialists and partner organizations and uses procurement to rapidly engage private-sector actors and civil society organizations at local and international levels. Their multi-hazard approach enables integrated interventions across the disaster risk management cycle.
They support governments in risk knowledge, DRR governance and policy, preparedness and early-warning systems, and resilient recovery. This includes activities tackling risk mapping and analysis, the elaboration of public policies and legal frameworks for DRR, hydrometeorological modelling and forecasting, contingency and evacuation planning, disaster drills and crisis exercises, trainings and community sensitization.
PRAR’s work is structured around four strategic accelerators:
- Locally-led adaptation against climate risks

Voluntary Commitments
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
