Department of Political and Peacebuilding Affairs (UN DPPA)
Mission
The Department of Political and Peacebuilding Affairs plays a central role in United Nations efforts to prevent and resolve deadly conflict around the world.
DPA monitors and assesses global political developments with an eye to detecting potential crises before they escalate, and devising effective responses. The Department provides close support to the Secretary-General and his envoys, as well as to UN political missions deployed to areas of tension around the world with mandates to help defuse crises or promote lasting solutions to conflict.
- OSE-HoA: Under Pillar 3 of the UN Regional Prevention and Integration Strategy for the Horn of Africa, OSE-HoA is working with Member States to develop joint initiatives that enhance disaster risk reduction (DRR), resilience, and climate adaptation, particularly in fragile cross-border areas. Ongoing efforts include the Climate Resilience for Conflict Prevention and Peacebuilding in Abyei project in partnership with UNEP, UNISFA, and FAO, as well as the Promoting Environmental Adaptation and Cross-border Engagement in the Mandera Cluster project with IOM and OSE-HoA.
- UNAMA: The EU-funded Afghanistan Community Resilience Programme (ACRP) is a two-year initiative led by UNDP, FAO, and IOM to mitigate climate change impacts on livelihoods and displacement in Badghis, Helmand, and Kandahar. The program focuses on community-based DRR, early warning systems, and resilience infrastructure. Additional efforts include WFP and FAO's work on climate-adaptive agriculture and food security, UNDP's investment in climate mitigation infrastructure, and IOM's Community-Based Disaster Management Program, which has built DRR infrastructure in 136 communities across 17 provinces, benefiting over 120,000 people.
- UNOCA: UNOCA is supporting climate, peace, and security integration within the ECCAS region by implementing the Sendai Framework. Through the ECCAS Regional Risk Assessment and Resilience Initiative, UNOCA has conducted a regional study on hazards, vulnerabilities, and risks, leading to the development of a comprehensive database and hazard maps for informed decision-making. The initiative also strengthens cross-border cooperation and supports the ECCAS Situation Room, a real-time monitoring system for climate hazards and security risks, ensuring early identification and coordinated action on resource-based conflicts and climate-induced displacement.
- UNRCCA: Under Indicator 2.2 of the UNDRR recommendations, UNRCCA partnered with UNESCO to advance discussions on glacier melt and freshwater scarcity in Central Asia. This effort culminated in the International Glaciers Forum on June 10, 2024, which provided a political outlook on addressing these environmental challenges and their implications for DRR in the region.
- UNSCOL: As Lead of the UNSDCF Results Group on Peace and Governance, UNSCOL contributed to the Common Country Analysis (CCA) update on institutional strengthening, governance, and policy development. In the DRR space, UNSCOL played a key role in integrating environmental stabilization and natural resource protection into the CCA as part of the UNSCF Planet Results Group. Additionally, UNSCOL engaged in discussions on environmental laws, DRR, and climate change within the broader UNSDCF framework, reinforcing Lebanon's sustainable development priorities.
Voluntary Commitments
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
