Philippines: Seventy percent of calamity fund spent before the typhoon season

While the Regional Disaster Coordinating Council urges local government units to use their calamity funds for disaster preparedness measures, Manila Standard Today reveals that more than half of it was spent even before the country had experienced its first major natural calamity.
