"Insurance coverage should not be seen as a “silver bullet” for disaster risk reduction," Dr. Simon Young, Head of the Caribbean Risk Managers Ltd told IPS.
He added that "Caribbean countries need to look for cost efficient ways to manage disaster risk reduction," and Caribbean Catastrophe Risk Insurance Facility provides just one tool for doing so.
