Abstract
Effective communication of disaster response information before, during and after a disaster event can save lives and help those affected access the aid they need to recover. Though the actors in the disaster communication system attempt to inform the public, they often do not adequately consider communication problems. Communication problems can prevent messages from either reaching the public or being fully understood. The less informed the public is during a disaster situation, the more likely they will make decisions that will put their lives at risk.
