International course on law and legal protection in natural disasters
The Brookings-LSE Project on Internal Displacement, the International Federation of Red Cross and Red Crescent Societies (IFRC) and the Office of United Nations High Commissioner for Refugees (UNHCR) are pleased to announce the International Course on Law and Legal Protection in Natural Disasters, to be held at the International Institute of Humanitarian Law (IIHL) in Sanremo, Italy, from 3 to 7 December 2013.
This course responds to the increasing demand for legal and regulatory frameworks to prepare for, respond to and recover from disasters.
A maximum of 35 participants from all over the world will participate in the course, including representatives of government agencies, parliaments, and inter-governmental, non-governmental and regional organizations dealing with the legal aspects of disaster preparedness, response and recovery. The course will be conducted solely in English.
The course seeks to:
- Equip participants with an overview of existing international laws and norms relevant to disaster management;
- Identify major problem areas in disaster law across the disaster management spectrum, in particular with respect to human rights protection issues for internally displaced persons;
- Highlight best practices in developing and implementing legal solutions and implementing international norms; and
- Assist participants in assessing how to make best use of these norms and international experiences in their own national contexts.
The course is free of charge, but self-nominating participants will be responsible for their own travel arrangements to and from Sanremo, Italy and for their own accommodation/meals. The organizers will be able to award travel/full board support to a limited number of self-nominating participants (with preference to those applying from developing countries).
