Scenario Planning Advisor for FEWS NET Strategic Planning and Activity Design (SPADe) Support

Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a Scenario Planning Advisor on an anticipated global project based in Washington, D.C. The goal of SPADE is to provide the Bureau for Humanitarian Assistance (BHA) with a flexible mechanism to provide timely technical services and support. Through the project, USAID will issue requests for studies, research, and analytical support to help BHA strengthen humanitarian response planning.

The Scenario Planning Advisor will facilitate scenario planning, use quantitative and qualitative methods to inform activity design and interpret data from diverse databases and multiple sources. S/he will support activities in all project countries.

Responsibilities:

• Facilitating scenario planning exercises using consultative processes with multiculturally diverse stakeholders.
• Using facilitation methods and tools to identify, frame and reduce risk factors and contexts that would impact activity design and incorporating these into a scenario plan.
• Translating and utilizing both qualitative and quantitative data and research to inform activity designs.
• Writing reports, presenting, and advising on the use of scenario plans.
• Conducting training-of-trainers sessions to build the capacity of BHA staff to conduct their own scenario planning workshops.

Qualifications:

• Master’s degree in a related subject matter area.
• At least 5 years of progressively responsible international work experience.
• Advanced skills in quantitative research methods and applied statistics to carry out remote research and/or take advantage of existing data sets for studies or products.
• Demonstrated experience supporting the implementation of complex activities in multiple countries.
• Demonstrated expertise with scenario planning, and qualitative methods in a relevant technical sector.
• English fluency is required; proficiency in French, Spanish or Portuguese is preferred.
