Purpose of position:


The Federation's assistance strategy is to support the Red Cross Society of China (RCSC), at Headquarters and relevant Branch levels, in the on-going early to longer-term recovery and reconstruction phases of the Sichuan Earthquake operations.

The Reporting Delegate will work closely with the Head of IFRC Chengdu office to ensure quality and timely reporting (including revised emergency appeal, operations updates, interim/final reports etc.) related to the International Appeal, as well as work with the regional PMER Delegate to strengthen the reporting capacity of RCSC through workshops and on-the-job training

Key tasks and responsibilities:

- Map, monitor and deliver against reporting requirements in accordance with a clear and agreed reporting schedule
- Disseminate and adapt where necessary Federation standard reporting formats and templates and ensure quality and compliance from staff and delegates reporting on the operation
- Document and disseminate any specific donor reporting requirement, formats and templates and ensure quality and compliance from staff and delegates reporting on the operation
- Coordinate and collate reporting inputs from staff and delegates for the preparation of regular draft Operations Updates (posted publicly) for the endorsement of the Head of IFRC Chengdu office / Head of Operation and the final editing and approval of PMER (Beijing and Kuala Lumpur)
- Collect and catalogue relevant photographs and captions from staff and delegates for use with reports.
- Support the Head of IFRC Chengdu office / Head of Operation to finalise draft narrative content for any revised Appeal or separate project proposals.
- Strengthen the reporting capacity of the host national society through appropriate channels such as day-to-day coaching/mentoring and/or workshops.
- Work with the Information and Media Consultant to monitor social, economic, political, and environmental trends in the earthquake affected region that are relevant to the work of the Federation and RCSC and regularly share these with colleagues in the operation.

Duties applicable to all staff

- Actively work towards the achievement of the Secretariat's goals and the Five Year Development Plan of the Red Cross Society of China.
- Abide by and work in accordance with the Red Cross/Red Crescent principles.
- Perform any other work related duties and responsibilities that may be assigned by the line manager.

Required Qualifications

Education:
- Basic Delegates Training Course or equivalent
- Relevant tertiary education

Experience:
- Substantial experience in report writing particularly in post-emergency/development contexts
- Experience in coaching and supporting expatriate and local staff preferred
- Experience conducting training and development of staff preferred
- Experience working for Red Cross/Red Crescent, particularly within or with National Societies in the East Asia Region or Asia Pacific Zone preferred

Skills:
- Self supporting in computers (Windows, spreadsheets, word-processing)
- Documentation preparation, presentation and computer-based production skills
- Good understanding of key natural disaster recovery issues and their inter-linkages
- Good understanding of vulnerability and beneficiary/donor accountability issues

Languages:
- English Advanced/excellent
- Mandarin Basic preferred
