Purpose of position
To describe the roles and responsibilities of a Horn of Africa (HoA) ECB Project Coordinator in the implementation of the ECB 2 in the Horn of Africa, and the working and reporting mechanism between HoA ECB Project Coordinator and the consortium.
Job Summary
The primary function of the HoA ECB Project Coordinator is to facilitate the implementation of the ECB 2 project activities in the Horn of Africa, support all members of the consortium with smooth and effective collaboration and represent the Horn of Africa ECB 2 consortium in global ECB project events. This function includes all activities related to the roll out of the ECB 2 project in the Horn of Africa; establishing and maintaining relationship between the ECB 2 project and external stakeholders including other INGOs, UN agencies, government institutions and local NGOs; and organizing various meetings and workshops as planned in the ECB 2 detailed proposal.
Key responsibilities
- Facilitate the mobilization and engagement of the Horn of Africa Consortium in the development of capacity building initiatives and roll out of emergency preparedness, response and disaster risk reduction activities.
- Facilitate the engagement of the Horn of Africa Consortium in the joint implementation of capacity building activities.
- Facilitate and coordinate the Horn of Africa Consortium in sharing the learning across the humanitarian sector in the region about innovative capacity building activities.
- Facilitate and coordinate the engagement of external stakeholders (UN agencies, government bodies, local NGOs and other INGOs) in the implementation of ECB 2 activities.
- Represent the Horn of Africa Consortium ECB 2 Project in global ECB events, meetings and workshops. Review the ECB 2 project documents (proposals, budget, organizational structure, etc.) and translate them into detailed implementation plans for the Horn of Africa.
- Supported by the consortium and in consultation with the Global Field Manager, organize the country level project start – up workshops.
- Facilitate the consortium in the development of Consortium Engagement Plan that specifies baseline, indicators, outputs, outcomes and results of the ECB 2 project at Horn of Africa Level;
- Facilitate and coordinate the consortium in the identification of ECB Phase I tools and methods that will be utilized in the Phase II activities;
- Facilitate and engage the consortium to identify activities in the field across the three cross – cutting themes of staff capacity, accountability and disaster risk reduction;
- Consult with the consortium for technical support in the implementation of the project activities; Conduct regular monitoring of project activities.
- Develop and submit quarterly, semi – annual and annual reports to the consortium for review and approval, and send the approved reports to the ECB Global Field Manager. The Position will require extensive travel within the Horn of Africa Region
Knowledge, skills and abilities
Required
- Degree in relevant field preferred. (International Relief, Development; Management)
- A Minimum of 5 years experience in development/relief organizations
- At least 2 years experience in working in emergency relief operations in the Horn of Africa preferred.
- Strong empirical knowledge of the humanitarian sector including humanitarian charters, laws and standards.
- Commitment to partnership and networking, especially those outside of World Vision.
- Broad experience and strong skill in facilitation and coordination (preferably in coordinating multi organization groups or consortia);
- Broad experience working with humanitarian organizations, especially in the management and implementation of emergency response and disaster risk reduction programs;
- Broad experience in development and implementation of capacity building and training interventions;
- Strong program development and management skills including project planning, proposal and report writing, and monitoring and evaluation;
- Proficiency in English speaking and writing
- Demonstrate good initiative and leadership capabilities.
- Excellent inter personal and networking skills
- Experience and proficiency with multi – tasking;

- A Minimum of 5 years experience in development/relief organizations
