General Description
The Program Specialist, Training and Capacity Development is responsible for planning and effective implementation of international training courses, customized courses, and capacity development initiatives in accordance with program plans, goals and objectives. Coordinating with other program teams, the post is responsible for designing systems and conceptual & operational frameworks for carrying out training and capacity development activities and projects. The post holder is based in Silang, Cavite, Philippines and reports to the Officer-in-Charge, Regional Center for Asia.
Key responsibilities
1. Plan, implement, coordinate and evaluate international training courses, customized courses, study programs and other capacity development activities in accordance with regional center program goals and objectives.
2. Working as facilitator or resource person, ensure effectiveness and relevance of international training courses, study programs and community education activities in accordance with established training plans.
3. Consolidate inputs from program teams including lessons, insights and suggestions to enrich the content of training and capacity development programs, and coordinate the development, implementation and review of new or revised international training courses, study programs and other related activities.
4. Facilitate capacity development activities at the institutional and community levels, applying appropriate participatory tools and techniques in identifying and addressing the needs of communities and organizations.
5. Generate lessons and insights from organizational development and community-level experiences that would contribute to the development of concept notes, project proposals, publications, website and development communication materials.
6. Write case studies from IIRR field experiences that can be featured in its training courses.
7. Contribute to the development and implementation of planning, monitoring, evaluation and learning at the project/activity and program levels.
8. Identify opportunities for generating resources and develop concept notes, project proposals and other relevant tools for resource development.
9. Represent the Institute and its programs with external program stakeholders including partners, clients and donors.
Requirements
• A degree in development management, education, sociology or other related discipline; master’s degree preferred.
• At least five (5) years of field-based experience working with agencies on capacity development, training or organizational development, preferably within a rural development framework.
• Excellent written and oral communication skills in English; knowledge of one or more Asian languages a plus.
• Strong analytical skills.
• Demonstrated ability in conceptual and operational skills suited to rural development programs and projects.
• Knowledge or experience in action research methodologies.
• Familiarity with methods, tools and techniques in participatory planning, monitoring and evaluation.
• Team player and ability to work productively with teams.
• Ability to work effectively in a multidisciplinary and multicultural work environment.
• Computer proficient.
