Expertise France  

Expertise France is the public agency responsible for designing and implementing France's international technical cooperation projects. The agency focuses on four priority areas: i) democratic, economic, and financial governance; ii) peace, stability, and security; iii) climate, agriculture, and sustainable development; iv) health and human development. In these areas, Expertise France carries out engineering and implementation tasks for capacity-building projects, mobilizes technical expertise, and acts as a project coordinator, bringing together public expertise and private-sector know-how.

Project overview  

With financial support of the French Development Agency (AFD), the project aims to sustainably reduce Peru’s vulnerability to natural hazards by strengthening inclusive, equitable, and resilient disaster risk management and climate adaptation within national and local public policies. The Presidency of the Council of Ministers (PCM), in its capacity as coordinating entity of the National Disaster Risk Management System (SINAGERD), serves as the central point of contact within the Peruvian government, particularly through the Secretariat for Disaster Risk Management of the PCM’s Vice Ministry of Territorial Governance.

The project is structured around three components:

1. Strengthening national institutional capacities for an integrated approach to disaster risk reduction (DRR) and climate adaptation (CA) in public planning and investment

2. Strengthening national institutional capacities to anticipate, prepare for, and respond to disasters in a coordinated, inclusive, and gender-sensitive manner

3. Development of the Piura Early Warning System and Strengthening of Local Disaster Risk Management (DRM) Capacities

Role description  

Under the supervision of the Team Lead and with technical support from Expertise France's Risk Prevention, Mitigation, and Adaptation (PRAR) unit at headquarters (Paris, France), the incumbent, based in Lima, Peru, will be responsible for the technical coordination of project activities.  They will maintain constant contact with the project’s implementing partners and short-term technical experts and coordinate the technical activities of the project team in Lima, ensuring the quality and positive impact of the actions carried out.  In addition, their own technical expertise in disaster risk management and climate change adaptation (DRM-CCA) will contribute to the delivery of the project’s technical outputs, with the support of short-term experts, primarily on Components 1 and 2.

Responsibilities

1. Technical Project Coordination

• Advise the Team Lead on defining and implementing the project’s goals, objectives, and operating procedures, in line with the project's budget.
• Assist in preparing the documents and tools necessary for the project, such as, but not limited to, the work plan and financial plan, internal memos, presentations to Peruvian institutional partners and the donor, terms of reference (ToR) for the recruitment of short-term experts, etc.
• Support the preparation of progress reports and their presentation to project partners.
• Facilitate coordination among the various team members (project manager, project assistant, project administrative and financial manager, short-term experts) and foster a collaborative and high-performing work environment.
• Provide support for monitoring the budget allocated to project activities and ensure the effective allocation of resources.
• Ensure regular communication with the relevant technical department at Expertise France headquarters.
• Facilitate technical dialogue with the project’s institutional, technical, and financial partners.

2. Management of technical expertise mobilized for the project

• Coordinate with short-term experts (consultants) to ensure the timely delivery of results and other deliverables.
• Define the scope of work and identify short-term experts for specialized tasks such as training and monitoring/evaluation.
• Ensure quality control of all deliverables produced by short-term experts.
• Participate in preparing performance evaluations for short-term experts and provide constructive feedback to the project manager and other team members.

3. DRM-CCA expertise:

• Lead and contribute directly to the production of key technical deliverables for Components 1 and 2.
• Conduct a needs assessment for DRM-CCA training among Peruvian partners.
• Lead the development of content and the facilitation of training modules related to DRM-CCA .

Desired profile

--- The candidate must be either a Peruvian citizen or a foreign national already habilitated to work in Peru. ---   

A. Education

• Master’s degree (or equivalent) in a field related to disaster risk management, climate adaptation, land-use planning, international development, or any other relevant discipline.
• A bachelor’s degree will be accepted in lieu of 2 additional years of experience for the following requirement.   

B. Experience:

• Proven experience (at least 6 years) providing technical contributions to international cooperation projects, particularly in technical coordination or component management related to disaster risk management and climate adaptation (DRM-CA). Any experience working on AFD-funded projects is an asset.
• Proven experience (at least 6 years) in one or more of the following areas: i) Implementation of disaster risk prevention, reduction, and adaptation measures, particularly at the local level ; ii) Development of strategies and action plans at the municipal level in the field of disaster risk management; iii) Capacity building and awareness-raising among national or local stakeholders for the development of public policies on risk management.
• Extensive experience working in disaster risk management and adaptation (DRM-CCA), ideally in Peru, demonstrating a high level of understanding of DRM-CCA issues.
• Experience working in dialogue with representatives of national and local government organizations (including ministers, governors, mayors, institutional leaders, and technical directors).   

C. Skills

• Proven skills in the technical coordination of multicultural teams.
• Strong sense of diplomacy and public relations, including the ability to build trusting relationships with national partners and external stakeholders, including donors, as well as with high-level officials (ministers, governors, mayors, institutional leaders, technical directors).
• Proficiency in office software (Excel, PowerPoint, Word, Outlook, Zoom, etc.).
• A constructive, energetic, and positive work attitude, particularly in a multicultural setting.

D. Languages:

• Spanish: excellent proficiency (written and spoken)
• French: proficiency is a plus (optional)
